Admiral,

Looking to ISV and beyond, I see a few things that need to be addressed. First of all is of course clarity in the WarGame manual, and specific rules for the game. This I am taking care of.
Secondly is the need for better battle resolution. To this end I propose that the War Officer be allowed a small staff (max three people) to assist him in mission creation and the running of war games. This would allow custom TIE and XvT missions to be created for each battle within a reasonable time frame, and avoid the problems of slanted battles (as happened in the past when the teams created the missons). Using a dedicated mission creation team would also allow the use of edited temp.tie missions, instead of .skm files in XWA skirmishes...... this would allow the teams more flexibility in their orders, remove the wave restrictions, and also even out the two sides as far as laser and positioning go. It would also allow SP and MP XWA to play the same exact mission (possibly the BEST way to get fair results)
The final issue is that of favoritism, or more accuratly "perceived favoritism". I request that the WO (and any staff he may be granted) be given the VSD Sinister until such time as a dedicated War Officer craft (most likely a specialized Corvette) has been developed and commissioned. This will remove the WO from the Sov, and take away a probable factor in the perception of favoritism.
