Airyu: Some people are just too damn stupid to graduate. We can't throw our hats because two years ago, some stupid person got their eye almost taken out by a flying mortarboard.
Serovich: And how is the rice a safe alternative!? It could just as easily get in your eye!
Airyu: Oh no, but it's even more dangerous. They're too cheap to get a good arena for graduation so there's always a couple of birds flying around. And you know what happens when birds eat rice!
Serovich: ...
Airyu: Hey, at least we're not doing what Ast and his crazy IWATS staff do.
Serovich: What would that be?
Airyu: *Plays back recording*

Serovich: No wonder there's so many stupid pilots these days.

There are loads of IWATS courses available to take, fail, retake, fail again, and retake (and possibly squeak by with a 60%) again and again, to your heart's content. Go forth and gain knowledge, my minions!!! And take the graphics exam :P
